Operations Officer

Col. William J. Moran, Jr
Bio: Col. Moran graduated from the University of Rhode Island in 1973 and immediately entered the USAF.He was a Distinguished Graduate of Officers Training School and completed Pilot Training in 1974.  During his 26 year career he flew the B-52G, FB-111A, F-111A/D/E, B-1A/B as an aircraft commander, instructor pilot and evaluation pilot.He flew over 300 developmental test hours in the B-1 program at Edwards Air Force Base, CA and subsequently gained membership in the Society of Experimental Test Pilots.
   He commanded the 46th Bomb Squadron, a nuclear certified B-1B squadron with 17 aircraft assigned and over 450 aircrew members, maintainers and munitions loaders.He led his squadron during the transition from the Strategic Air Command to the Air Combat Command
(ACC) earning an “Excellent” rating during the first ACC Inspector General Evaluation.He also led his squadron to 12 “Time to Climb” aviation world records flying the first three record breaking flights. 
   He also served as deployment manger for the B-2 at  Strategic Command Headquarters, Offutt  AFB, Omaha NE and head of the Strategic Concepts Policy branch at Pacific Command Headquarters Camp Smith MCB, Honolulu, HI .His final assignment was as the Vice Commander of the Air Warfare Center at Nellis AFB in Las Vegas, NV where he led a command staff and was the senior advisor to the Center Commander on advance bomber test and training matters.
  Colonel Moran moved to Gilford, NH in 2001 and was a Small Business Account Executive at Melcher & Prescott Insurance Agency in Laconia.He returned to flying as a Pilatus PC-12 captain for Alpha Flying Inc in 2007.He was commander of the Hawk Composite Civil Air Patrol Squadron for four years earning the Squadron Commander of the Year award in 2004 and Merit Squadron award in the 2005. In 2006 he was named the vice commander. He is currently a CAP mission pilot, aircraft instructor and flight check pilot and holds FAA ATP, CFIA, CFII and MEI certificates/ratings.The Colonel was named New Hampshire Wing Commander in the fall of 2010.


Assistant Operations Officer

Maj. Lee Avery
Bio: Maj. Avery joined the Civil Air Patrol as a cadet in June 1978.  In only four years, he advanced all the way through the Civil Air Patrol Cadet Program, earning the highest cadet award, the Gen. Carl A. Spaatz Award and the grade of Cadet Colonel in May of 1982. 
   Currently, in addition to his position as the Assistant Operations Officer at the Hawk Composite Squadron, he is a member of the New Hampshire Wing Finance Committee.   Previously, Maj. Avery held the positions of NH Wing Flight Operations Officer, Director of Operations and Assistant Finance Officer.
   Maj. Avery holds an FAA Airline Transport Pilot Certificate, Airplane Single-Engine Land (ASEL), Airplane Multi-Engine Land (AMEL) as well as a Commercial Pilot Certificate for both Airplane Single-Engine Sea (ASES) and Rotorcraft-Helicopter.  He holds aircraft type ratings in a Beech 300 King Air, Beechjet 400A and a Hawker 800.  In addition to his pilot ratings, he is also an FAA Certified Flight Instructor for ASEL, AMEL, Instrument and Rotorcraft-Helicopter and an FAA Ground Instructor Certificate, Advanced and Instrument.  Maj. Avery has approximately 9,500 hours of total flight time and 4,500 of flight instruction given and holds the CAP ratings of Mission Pilot and Instructor Pilot.
   In Maj. Avery's professional and personal career, he has been the Owner/Manager of Sky Bright Aviation since 1988.  Prior to that he was the Chief Financial Officer at Annalee Dolls.  He holds a Bachelor of Science Degree in Accounting from Plymouth State University (Class of 1983).  Maj. Avery is also the past president of the Moultonboro Snowmobile Club.

 Emergency Services Training Officer

Maj. J. Scott Davis
Maj. Scott Davis joined Civil Air Patrol in 2008.  He is currently the Hawk Squadron's Assistant Emergency Services Training Officer and Assistant Emergency Services Officer.  He also serves at the squadron's Cadet Orientation Pilot coordinator, helping cadets get their much desired powered-flight orientation flights.
  Capt. Davis started flying when he was in high school.  After high school, he went on to attend Norwich University in Vermont and graduated with a BSCE.  While at Norwich he flew with the Aero Club and then enlisted in the U.S. Air Force and flew more with the Aero Club while he was stationed in the U.S. 
  Maj. Davis worked as project manager for the New Hampshire Department of Transportation and developed the state's Pavement Management Program.  After retirement in 2004, he worked at the Laconia Municipal Airport (LCI) as the project manager for the runway expansion projects.  While involved with the expansion projects at LCI, he started flying again and joined the Civil Air Patrol.  Maj. Davis is a Private Pilot with an Airplane Single-Engine Land- Instrument Rating and is currently studying for his FAA Commercial Pilot Certificate.


Safety Officer

Lt Col Robert Martens
Bio: Lt Col Martens joined Civil Air Patrol in 2008.  He came to the Hawk Composite Squadron as a retired FAA Safety Inspector and a retired U.S. Air Force/ U.S. Air Force Reserve C-130, C-123 and C-5 Pilot.  He has approximately 8,000 flying hours and holds an FAA Airline Transport Pilot Certificate and a FAA Flight Instructor with Instrument Rating (CFII) Certificate.  Lt Col Martens is currently assigned as the Hawk Composite Squadron's Primary Safety Officer for pilots.  He is also rated as a CAP Pilot, CAP Orientation Pilot, CAP Instrument Pilot, Mission Scanner, Mission Observer and holds his Mountain Flying Certification.
